The role of eu-LISA in the implementation of the interoperability framework

The European Union Agency for the Operational Management of Large-Scale IT Systems in the Area of Freedom, Security, and Justice (eu-LISA) has been delegated the implementation of large-scale IT systems as well as their forthcoming interoperability. As such, the agency is entrusted with computer engineering tasks and it is involved in processing operations of individuals’ personal data, especially migrants. This agency is assigned crucial tasks in the design, development, and monitoring phases of interoperability components and participates in the decision-making process establishing the means for processing personal data. This post sheds light on the agency’s involvement in implementing the interoperability framework and illustrates existing challenges in allocating data processor rather than data controller responsibility.

Francesca Tassinari è ricercatrice borsista Juan de la Cierva del Dipartimento di Diritto Pubblico della Facoltà di Giurisprudenza dell’Università dei Paesi Baschi (UPV/EHU). Consegue il dottorato di ricerca in Diritto internazionale e dell’Unione Europea nel 2022 presso l’Università di Granada (Spagna) e l’Università degli Studi di Ferrara (Italia), già doppiamente laureata in entrambi i paesi. Consegue il Master in Diritto dell’immigrazione nel 2018 ed il Master in Alti Studi Europei ed Internazionali nel 2019. Tra il 2020/2021 e 2022/2023 ha lavorato presso la Direzione Generale delle Migrazioni e degli affari Interni della Commissione Europea.
